LTO LICENSING SYSTEM IN THE PHILIPPINES
To drive legally in The Philippines, the law requires a person to procure a driver’s license before he/she can operate a motor vehicle.
Licenses of driving motor vehicles are issued by the Land Transportation Office (LTO).
License holders guilty of any violation made against the provisions set by the LTO are subjected to confiscation, suspension or revocation of their Driver’s License depending on the gravity of their offence.
Driving in The Philippines is NOT A RIGHT but a PRIVILEGE.
This privilege is granted by the Philippine Government through the Land Transportation Office based on the Republic Act No: 4136 and Batas Pambansa No: 298.

TYPES OF LICENSES IN THE PHILIPPINES
This permit is issued to persons desiring to learn to operate a motor vehicle with the supervision of a regular license holder. (Non-Professional / Professional)
This license type is issued to persons with the privilege to drive motor vehicles without compensation. Often times for personal and private use only. (Self-Owned Vehicles)
This license type is issued to persons with the privilege to drive motor vehicles as means of livelihood/earning a living. (Bus / Jeep / Taxi Drivers and Other Public / Commercial Transportation)
The Philippine International Driving Permit (PIDP) is issued by the Automobile Association Philippines (AAP) to individuals who would want to operate a motor vehicles in other countries.
The validity of the PIDP is for one (1) year. An applicant must be a regular license holder (Non-Professional / Professional) before being able to apply for an International Driving Permit.
DRIVER’S LICENSE RECEIPT (DLR)
The Driver’s License Receipt (DRL) issued by the Land Transportation Office serves as a Proof of Payment for a Driver’s License and may be used as a Temporary License while the Card-Type license is being processed.
GOVERNMENT / MILITARY LICENSE
This license type is issued by the Armed Forces of the Philippines (AFP) to military personnel whom are authorized to drive military vehicles only.

QUALIFICATIONS FOR ALL DRIVER’S LICENSE APPLICANTS:
- Must be physically fit to operate a motor vehicle.
- Must be free from contagious diseases.
- Must not be a drug user and/or alcoholic.
- Must be clean, neat and presentable.
- Must know how to read and write in either Filipino or English.
- Must both pass the LTO Official Written and Driving Test.

LTO DRIVER’S LICENSE RENEWAL / VALIDITY
The Driver’s License is valid for three (3) years. It will expire on the 3rd birth-date of the applicant commencing from the date of issuance.
You may renew your Non-Professional or Professional Driver’s License starting two months before the expiry date of your Driver’s License to avoid penalty.
